Target 3: By 2022, positive incentives that benefit biodiversity are encouraged, while harmful incentives, including subsidies, are eliminated or reformed.

Current status: Whilst it is believed that government has in place a number of programmes that were implemented with the aim of uplifting citizens that may have had adverse effects on biodiversity, these have not been assessed and inventoried accordingly.

Strategic Action 1: Analyse existing positive, negative and potential incentives to biodiversity conservation.

Strategic Action 2: Identify appropriate economic instruments to effect reformation or elimination of harmful subsidies.

Strategic Action 3: Encourage positive incentives to benefit the environment.
